Resolution No 2:

Complete review of Sarva Shiksha Abhiyan
and Mid-Day Meal Programme

Government of India initiated an ambitious programme for upgrading education, to ensure cent percent nominations in schools in the age group of 6 Ė 14 years and also to increase literacy level in whole of India. Teachers training, re-training and re-orientation is an important part of this programme. But under this scheme, the new teachersí training is imparted by inexperienced and untrained teachers. The present system is resulting in wastage of resources. It is merely misutilisation of budget provision. It is not at all beneficial to teachers. Similarly under mid-day meal programme, greater responsibilities are assigned to teachers in running mid-day meal system. It takes away greater time and energy of teachers, thereby decreasing teachersí participation which is almost becoming negligible. Entrusting teachers with the responsibility of construction of school buildings is also causing several problems. ABRSM has held discussions with several states teachersí organizations and representative groups. Discussion have led to the conclusion that all other non-teaching activities are negatively affecting teaching in schools and these and other non-teaching activities are hampering studentsí interest. Thus National Council of ABRSM feels that a complete review of Sarva Shiksha Abhiyan be conducted at central government level. Central government should free the teachers from all non-teaching activities altogether, so that upgradation of education takes place and also urges that re-orientation and re-training of teachers be entrusted to experienced and skilled teachers available in DITE. It will vastly benefit teachers and will help in achieving the basic objectives of Sarva Shiksha Abhiyan. ABRSM notes that Sarva Shiksha Abhiyan is a national programme of great importance to whole Nation. It should free of all party-polities. It has been noticed that many State Government are playing politics with this programme by changing the name of the yojana and implementing by changing the name of the yojana and implementing the yojana in their partís leaders name. ABRSM strongly opposes and condemns this tendency and urges central government to effectively stop this tendency.
