Government Decision on UGC Pay Scales

University Grants Commission appointed pay review committee under the chairmanship of Prof.G.K.Chaddha with aim of reviewing pay scale of University and college teachers so as to attract and retain talent in teaching and research. Pay review committee has broadly made satisfactorily recommendations. ABRSM notes with concern and anxiety that central government has made several changes detrimental to the University and college teachers interests. However ABRSM welcome the move to redesignate the teachers in Universities and colleges from lecturers, readers and professor to assistance professor, associate professor and professor. It also welcomes the creation of posts of professors in under graduate and post graduate colleges. ABRSM wishes that government strictly implement this recommendation. ABRSM welcome the pay bands but do not agree to reduce the grade pay as recommended by pay review committee. This recommendation should be restored. It is also opposed to keeping existing teachers of selection scales/readers/associate professors in the pay bands 15600-39100. Scheme provides for an interview, availability of posts and requirements of revised qualifications for placement in pay bands of 37400-67000. It is a great injustice and a case of discrimination. ABRSM strongly demands the removal of this clause.

ABRSM also opposes the scheme of financial support and relaxation provided to state governments by central government. It prevents uniform implementation of UGC’s quality improvement programme. It therefore, urges Central Government to accept the recommendation made by pay review committee for providing financial assistance to states. ABRSM expresses its concerned at the changes in carrier advancement scheme. As per revised scheme now a teacher holding Ph.D degree at entering the service will be placed in senior and selection scale after 4 and 5 years. For rising to associate professors will require 12 years, 13 years and 14 years of service in place of 9 years, 10 years and 11 years of service and further for associate professorship it will require to remain for three more years in selection scale. The difference in age of retirements of teachers and librarians and director of physical education are also regrettable. ABRSM urges central government to remove these constraints well before the implementation of scales. ABRSM is strongly opposed to continuation of part time/contract teachers system in colleges and Universities. The silence of central government on this crucial issue is intriguing. The extension and institutionalization of this system has vastly down graded higher education, quality of teaching and research. ABRSM calls upon central government to draw up a scheme to remove this weak link of higher education.
